The U.S. Food and Drug Administration (FDA) Office of Ethics and Integrity (OEI) is responsible for upholding public trust through ethics oversight, including conflict of interest reporting.
Conflict of interest reporting identify and address financial interests or outside activities that could affect, or appear to affect, the impartiality of FDA employees’ work. OEI manages the end-to-end financial disclosure and conflict of interest pipeline for the entire FDA workforce: intake and validation, cross-system reconciliation, reporting to leadership, and disclosure to the public. The original approach was entirely manual and dependent on data spread across disconnected federal systems — with no unified platform to support compliance reporting or executive decision-making.
As public and media scrutiny over federal employee conflicts of interest intensified — including coverage in the Wall Street Journal in October 2022 — the need for accurate, timely, and auditable reporting became a matter of public trust, not just operational efficiency.
